Meaning
A small set of digit substitutions used to shorten CW numbers for speed, mainly in contests: 1=A (.-), 5=E (.), 9=N (-.), 0=T (-). Only these four are in wide, source-backed use.

Practical usage
Cut numbers exist purely to save time: a full "9" (dah-dah-dah-dah-dit, 5 elements) takes noticeably longer to send than "N" (dah-dit, 2 elements) — the same logic behind 5NN for 599. This is a shorthand convention used in CW/contest contexts, not a replacement alphabet required in every QSO — outside contests, most operators still send full digits. Digits 2, 3, 4, 6, 7, and 8 are NOT conventionally cut in standard practice; do not assume every digit has a cut-number form.
