A two-digit signal report — Readability (1-5) and Strength (1-9) — used on voice/phone modes.

Practical usage
On phone, only Readability and Strength are exchanged — there is no Tone digit, because Tone specifically judges a CW/tone-modulated carrier, which a voice signal does not have. "You're 5 and 9" or simply "59" is the phone equivalent of CW's "599." Do not add a third digit for Tone on phone, and do not treat the Strength digit as a precisely calibrated S-meter reading — like RST's Strength, it is a subjective report, not an instrument measurement.
